Requiring the player to conquer a rare, very powerful neutral planet with a titan of its own makes it not be a feature in competitive games (even if it shows up, the fleet required to take these planet means the player attacking one is likely very vulnerable), but gives single players a fun challenge and unique content. Basically having multiple titans as a standard feature would be too OP, and the AI wouldn't be able to use that anyways. In Star Wars Interregnum - and perhaps others, multiple titans can be purchased only from special, heavily guarded shipyard worlds. That seems weird why would the ability to build more than 1 titan be map-based?
